When you reach Ventworth in Dragon’s Dogma 2, you’ll get a number of main quests from Captain Brant, who can be found at The Stardrop Inn in the Merchant Quarter.
One of those main quests is “The Caged Magistrate,” which involves, yes, you guessed it, freeing a magistrate from prison.
Now, this quest is annoying enough as it is - especially when you’re given access to the prison in the basement of the Vernworth Castle Gaol Tower and sometimes the guards will just attack you on sight - but when you get there, Magistrate Waldhar doesn’t even want your help. Ugh.
So, first things first, how do you get into his cell and where is Magistrate Waldhar? Well, Waldhar can be found in the most southeastern cell of the Vernworth Caste gaol (looking at the B2F map of Vernworth Castle).
How do you get in without being seen or without alerting the guards? Honestly, for this, we used the gaol key we got from Brant, and opened the gates in the northeast corner, which led to the slums. This allowed us to go out to the slums, and then hide as the two guards did their circular rounds of the cells - if you do get caught, just smash your way out the back of the jail cell, and get into the sewers (where you’ll automatically get your equipment back).
The above will allow you to follow the guards around as they do a circle, and then get access to Magistrate Waldhar’s cell.
Now, the problem here is that he won’t even go anywhere with you until you can find a place that quenches his thirst for knowledge. In his words: find a “place with a mountain of tomes” that he could delve into. Talk about bloody fussy buggers! At this point the quest objective will change to “Find a place with plenty of tomes.”
If at this point, you speak to Brant at night in The Stardrop Inn, he’ll tell you to speak to Kendrick of The Gracious Hand in the Slums.
Speaking to Kendrick in the slums will then trigger the side quest, “The Heel of History,” which will have you searching for a lost child, Malcolm. And yes, you guessed it, he’s in a place with plenty of tomes!
But in short: do that side quest, return to Magistrate Waldhar, and then he’ll agree to leave. At which point you can go back to Brant and confirm the quest is now complete - and get a Ferrystone & 7,000G as a reward.
Just note, you will lose the Gaol Key, though, so maybe don’t turn it in until the absolute last second… you know, in case you get arrested. Again. And again.
