No Parking! Achievement in Little Kitty, Big City

The car is found next to the playground, parked across the street. To climb the vines behind it and onto the billboard you'll need to have collected and eaten three of the Fishes required to complete the game. Once on top of the billboard, knock over the pain cans onto the car below. See the following video for its location.
