There are three dogs that block your path in spots in the city, and to eliminate them and open up the paths, you need to bring a bone to their dish and place it there. Basically, for each one, you'll need to get "behind" it, and then the bone is pretty obvious and close to the dog. You'll likely do this naturally as you progress, but below is a video in case you need it.

Additionally, wearing the Shiba Inu hat makes the dogs ignore you too.
