One of the ways that Star Wars Jedi: Survivor builds upon Star Wars Jedi: Fallen Order is the addition of loads of weird and wonderful NPCs to meet. By giving Cal a base of operations on Koboh, Respawn also opened up the range of characters that players can meet and chat to along the way.
While some of these characters are just there for flavour, there's also several specific characters who can be “recruited” to your base on Koboh, either to be found at Pyloon's Saloon, or wandering elsewhere around Rambler's Reach Outpost. Some of them will provide you with side quests, while others will improve the cantina itself, but you'll need to find all of them if you want to grab the Max Capacity achievement.
They won't all be available to find from the beginning, but if you've reached the endgame and you still haven't popped the achievement, here's where you can find all of the recruitable characters.
Toa will be one of the first characters you can meet and recruit out in the world. She's found in the Basalt Rift region when you're making your way to the Forest Array for the first time. From the Basalt Rift meditation point, head straight ahead across the fallen log, then immediately head left into a little enclosed space, where you can find Toa. Speak to her to recruit her.
Bhima / Tulli - Boiling Bluff
To recruit Bhima and Tulli, you'll need to save them from a roaming Mogu in Boiling Bluff. From the Boiling Bluff meditation point, grab a Nekko nearby, and use it to jump up the nearby ledge where you can see the Mogu. Kill the beast, then speak to Bhima and Tulli, who are hiding on another nearby ledge. Speak to them to recruit them, which will unlock the Holotactics minigame back at the saloon.
T-1N8 - Foothill Falls
This friendly droid is found in somewhat tragic circumstances, underneath the Abandoned Shack in Foothill Falls. You'll need to enter the shack using your force abilities, and find your way into the basement, in order to talk to and recruit T-1N8. Once you're back in Rambler's Reach, you can then find T-1N8 by a previously-locked house, where you'll get a reward.
Caij - Devastated Settlement
You'll likely spot Caij chilling in Pyloon's Saloon early on in Star Wars Jedi: Survivor, but you won't properly be able to recruit her until you fight the bounty hunter Korej Lim in the Devastated Settlement. Luckily, this is a story-based event, so you can't miss it. Head back to the saloon and speak to Caij to kick off her bounty hunting sidequest, which comes with its own cool rewards.
Skoova - Foothill Falls
Skoova Stev is one of the most interesting NPCs in Star Wars Jedi: Survivor, with a backstory that slowly unfolds over time, each time that you meet him. To kick off Skoova's fishing sidequest, you'll first need to meet him in Foothill Falls, at the little body of water not far from the abandoned shack. Speak to him, and you'll recruit him as a fisherman for Pyloon's Saloon's aquarium.
Ashe / DD-EC - Harvest Ridge
If you fancy having some good music in Pyloon's Saloon, you'll want to be sure to recruit Ashe and her musical droid, DD-EC. These two are pretty easy to locate in the Harvest Ridge area of Koboh, a short walk from Rambler's Reach. You can see their location on the map below.
Zygg / Wini Eres - Viscid Bog
This duo is found in the hut in Viscid Bog, in the hut that's adorned with Stormtrooper armour, right by the meditation point. You'll just need to complete a short sidequest in order to recruit the duo, which isn't too difficult to do. You'll need to have acquired the Force Life ability, using it on a nearby platform that has sunk into the bog, and climb it quickly, before jumping to a nearby ledge.
Jawa - Bygone Settlement
To recruit the Jawas, you'll need to head over to the Bygone Settlement, once you have acquired the Dash ability on Jedha. With this ability, there's an entire platforming section that you can now take on, which was originally blocked off by a huge vent pumping air that you'll have to dash through, up the zipwire from the meditation point. Head through the platforming course towards the Sandcrawler, and fight off the enemies to get the Jawas on board.
Pit Droid - Gorge Crash Site
You'll meet the Pit Droid extremely early on in Star Wars Jedi: Survivor, with its little boat sinking into the tar, but you won't be able to retrieve it until much later. Once you've unlocked the Force Lift ability, head back to the Gorge Crash site, where the droid is found, and lift the boat out of the tar. This will recruit the Pit Droid back at the Mantis' landing pad.
Jedha
Pili - Blustery Mesa
You'll run into the green-fingered Pili on the main path during one of the missions on Jedha. Talking to her isn't technically story-related, but it's really hard to miss Pili and her plant-covered cave unless you're rushing through. If you did miss her, however, head to the location on the map below, and speak to her to recruit her to Pyloon's Saloon's rooftop garden.
