    This is cumulative, and will likely happen naturally as long as you let it happen. Basically, people will randomly decide to pet you as you explore around the city. Simply let this happen ten times to unlock this. I believe wearing a hat and meowing (button-y.png) will also increase the likelihood of someone deciding to pet you.
