Bird Botherer Achievement in Little Kitty, Big City

This is cumulative, and the game introduces you to how to do this pretty early. You'll need to pounce and catch birds to collect feathers for World Traveler (25G).

The game seems to imply that having bread or a bagel dropped by a human is how you need to distract birds so you can catch them. This isn't true. You just need to be behind a bird, sneak up with , and then press  to pounce when the prompt is on screen. Do this with 20 birds to unlock this achievement. You can even do it on the same birds over and over.
