Hijacking vehicles is as simple as approaching an enemy-occupied vehicle and boarding it by pressing the action button when prompted on-screen. This can easily be boosted in a Custom Game with another player or a second controller on Bloodline. Once the match starts, both players should grab their Ghosts at their home base and meet in the middle of the map. Here, just trade off hijacks back and forth until the achievement unlocks.
