A Level 4 boost is attained by pressing  three times to max out the effectiveness of an attack. You must either wait three turns in battle without spending any battle points (BP) or use items/skills to earn extra BP which you can then spend. Either way, unleashing a max skill will happen often, so this will come naturally.
